Graduate seminar on social accountability
in Mindanao, the Philippines

Since late 2009, ANSA-EAP has been working with the Association of Schools on Public Administration of the Philippines (ASPAP) to develop and integrate SAc courses into the curriculum of ASPAP members. 

ASPAP has about 200 universities and colleges in the Philippines. Its members offer undergraduate and graduate degrees in public administration and management. 

wmsu_aspap.jpgAfter ANSA-EAP conducted an orientation workshop in May 2010 for ASPAP, a number of its members started piloting SAc modules.

The modules were mostly stand-alone special topic courses, component modules of existing public administration courses, short executive education courses, and graduate seminars.

On 25 September 2010, ASPAP member Western Mindanao State University held a Graduate Seminar on Social Accountability with around 50 masteral and doctoral students of Public Administration and Education.

This seminar introduced SAc concepts and tools as integral components of the theory and practice of public administration, effective educational administration and decentralized public school management.

Topics discussed included:

  • Democratic Governance in Muslim Mindanao
  • ANSA-EAP Framing of Social Accountability and Good Governance
  • ANSA-EAP Networking Strategy in the East Asia Region
  • ANSA-EAP Framing of Social Accountability and Good Governance
  • SAc Case Exemplars/Best Practices from ANSA-EAP Partners

Workshop sessions focused on Social Accountability in Theory and Practice with emphasis on Mindanao. Three breakout groups discussed the following topics:Social Accountability & Educational Management

  • Group 1—Social Accountability & Public Administration
  • Group 2—Social Accountability & Educational Management
  • Group 3—Social Accountability & Good Governance
